In the U.S., the cost of training frontier models is so high that giving them away for free makes it hard to recoup investment unless the company also controls the infrastructure (like NVIDIA) or builds high-margin applications on top.
The AI Stack and Jevons Paradox

The Role of China
China is a major player in the open-source space, producing highly competitive models despite being constrained by U.S. chip export restrictions. Their focus on open-source suggests a strategy to bypass the dominance of U.S. closed-source providers by fostering a robust domestic ecosystem that can leverage their massive engineering talent and energy resources.
